Water Administration & Customer Service Division

Water Administration works in tandem with the Public Works Department to manage the Black Mountain water system as a whole. Water Administration office personnel report to the Finance Director. The Water Administration office is located in Town Hall at 160 Midland Avenue, Black Mountain.

The goal of water administration is ensuring delivery of the highest possible quality of water and service to our customers at a reasonable cost while providing excellent customer service.

Water & Sewer Billing 

The Town of Black Mountain's Water Administration office can assist you with billing questions by contacting us. Customer service representatives are available via telephone from 9:00 a.m.-5 p.m., Monday through Friday, except on holidays. 

For added convenience, customers may use our online bill pay feature to make electronic payments without the need to travel to our office each month. Click the “Online Bill Pay” icon at the bottom of the page which will link to the NEW Online Payments page. By registering for an account, each customer can access their account and make their payment, see their billing history, see their usage history, add a credit card, and set up Auto-Pay which will automatically charge when the bill is due. Customers also may dial a 24-hour toll-free number to pay their bill, 1-888-687-2922, which will eliminate the need to come in person to pay and allow more efficient use of staff time and resources. Through the 24-hour toll-free number a customer can also sign up for Text-to-Pay, which texts you when your bill is ready with the amount, all you need to do is reply when you are ready to pay. 

The Town of Black Mountain teams up with the Metropolitan Sewerage District (MSD) to send out bills to its customers. Water and sewer charges are combined on one bill providing you with the convenience of one bill instead of two. If you have questions about sewer charges, please call MSD at (828) 254-9646

Water Production & Distribution 

The Public Works Department manages the production and distribution of potable water and produces 187 million gallons of water annually from 12 wells which are then distributed through approximately 3,400 taps along 62 miles of water lines. The Town purchases approximately 30% of its water from the City of Asheville on an annual basis. Public Services staff are responsible for the maintenance of this system as well as maintenance of the Black Mountain Pool.

The City of Asheville provides water to many of the customers within the corporate limits of the Town. Cross-connections between the two systems allows maximized service delivery and assists in maintenance of pressure and sufficiency of supply when one of the systems is experiencing flow problems.

  • To report water problems not related to disconnection due to non payment please call 828-419-9300, option 3. There is an option to select reporting a problem after hours
  • To report a sewer problem you may contact Metropolitan Sewerage District (MSD) at 828-254-9646 - (24 hour line).
