Minority and Women-Owned Small Business Enterprise (MWSBE)

On January 8, 2024, the Town of Black Mountain adopted a resolution Establishing a Verifiable Goal for Participation By Minority, Women and Disadvantaged Business Enterprises in Town Building and/or Construction Contracts.  

Except as provided in NCGS 143-128.2(a) for State related projects, in accordance with G.S. 143-128.2, these guidelines establish goals for minority participation in single- prime bidding, separate-prime bidding, construction manager at risk, and alternative contracting methods, on the Town of Black Mountain building construction or repair projects in the amount of $300,000 or more. The outreach plan shall also be applicable to the selection process of architectural, engineering, and Construction Manager-at-Risk services.

The Town of Black Mountain has a current verifiable goal of ten (10) percent for minority participation for building construction or repair projects.

The Town does not certify Minority, Disadvantage or Women-owned businesses.  Any business that desires to participate as an MWBE will be required to complete and submit for certification will be required to register and become certified as a historically underutilized business (“HUB”) by the North Carolina Department of Administration Office for Historically Underutilized Businesses (“HUB Office”).

The Town seeks to enhance competition and participation of Minority, Women, and Small Business Enterprises (MWSBE). To accomplish this, the Town of Black Mountain actively seeks to identify minority and women-owned businesses for opportunities to participate as providers of goods and services to the Town.
