The Stormwater Utility Fee pays for the Stormwater Program’s ability to fulfill the requirements of the NPDES permit (read those requirements here: NCS000422_Black Mountain APPROVED SWMP_20211220.pdf (townofblackmountain.org))
Without the Stormwater Utility Fee and the Stormwater Program, residents of Black Mountain would be exposed to the potential for ongoing fines from the State for noncompliance for tens of thousands of dollars per violation per day.
