Why does the Town have a Stormwater Utility Fee?

Why does the Town have a Stormwater Utility Fee?

Read about how the Stormwater Utility Fee keeps the Town in compliance (and free from hefty fines for non-compliance) with the Federally mandated National Pollutant Discharge Elimination System (NPDES) permit on the Town’s Stormwater Program webpage: Stormwater | Black Mountain, NC (

The Stormwater Utility Fee keeps Black Mountain residents from paying large fines indefinitely for noncompliance.

The Stormwater Utility Fee pays for the Stormwater Program’s ability to fulfill the requirements of the NPDES permit (read those requirements here: NCS000422_Black Mountain APPROVED SWMP_20211220.pdf (

Without the Stormwater Utility Fee and the Stormwater Program, residents of Black Mountain would be exposed to the potential for ongoing fines from the State for noncompliance for tens of thousands of dollars per violation per day.

The Town’s Stormwater webpage also contains information about the Stormwater Program’s required activities, the Town’s NPDES permit, FAQs about the Stormwater Utility Fee as well as an explanation of stormwater.
